After the eventual buy-back, Volkswagen USA will be set to announce the TDI Spec Series. Starting in 2017, select dealers will be offering the recalled vehicles for sale for track-use only.

from 2009, this series will not be sponsored by VW. VW will just supply the vehicles, and the owners will be responsible prepping the vehicles for the intended race series.
Also unike the Jetta TDI Cup, the price of admission will not be $45,000. The cars (prorated on mileage/age) will cost anywhere between $500-1,500 (for the car alone - safety equipment and entry fees not included)
NASA and the SCCA have not committed to a spec series as of yet, although the SCCA has hinted that these cars could easily race in their showroom stock class if they were to bring it back.
It’s possible that some of the earlier, high mileage vehicles may meet the requirements of ChumpCar and the 24 hours of LeMons racing.

Not if the EPA gets involved with the state registrations.
I have a feeling this is big enough that owners might not have a choice when it comes time to sell or renew their registations.

Some states, yes I could see that happening. Here in Michigan though, they don’t give a crap. Roll coal, takata airbags, vw diesel, kind of a have fun with it type of state. Except Tesla, they still don’t let you buy those here
